Current Projects - The centre has undertaken the following projects:-

1. 1. Evaluation of functioning of Fast Track Courts in India – An Empirical Study (2018)
      Entrusted by Department of Justice, Ministry of Law and Justice, the Research Project topic “Evaluate the Performance of the Fast Track Courts in India”. Fast track courts were set up on the recommendation of the 11th Finance Commission in the year 2001, to deal with the pending cases and accumulating backlog, with a special focus on the cases that involved under-trials, who had been in jail for a period greater than two years. Though this was planned to exist for five years, due to the decent performance with respect to the number of cases disposed, the scheme was extended till 2011. Prof. G.S. Bajpai is the Principal Investigator for this study.
   2. Hate Crimes – Prejudices and Violence Faced by People from North Eastern States and Measures to Counter – A Empirical Study” (2018)
      This Research Project entrusted by the Indian Council of Social Science Research, New Delhi. The present study premised on the fact that there is a growing trend of cases of prejudice and violence against the people of North East regions forming what we may call hate crimes. The cases like the murders of Nido Tania (Arunachal Pradesh), Souloni Akha (Manipur), suspicious death of Richard Loitam (Manipur), murder and attempted rape upon Ramchanphy Hongray (Nagaland) represent the growing intolerance in various metro cities towards these people. The day to day instances of hatred culminating into serious instances of violence need a thorough probe to evolve objective information and data on this subject. The present study is an effort to map the experience and vulnerabilities of people of North-east regions in metro cities in their interaction with educational institutional and work places. The data for this study would be collected on various aspects of prejudice, violence and intolerance against these people.The present study would be conducted in following states are: Delhi, Mumbai, Chennai, Hyderabad, Pune and Bengaluru with a total sample number 1200 cases (approx.) would be sampled (200 cases from every city). A dedicated project team will be working on the data collection. Prof. G.S. Bajpai is the Principal Investigator for this study.
   3. E-PGpathshala in Criminology 
      MHRD-UGC has entrusted a major project to Professor G.S. Bajpai as Principal Investigator to carry out e-PGpathshala in criminology which would consist of 15 papers and would entail as many as 500 modules. The same amount of videos of these subjects would also be prepared. Notably this is first of its kind project in the country covering the development of e-researchers and video-content for all the proposed which are taught in various institutions engaged in the PG teaching in the criminology. A team of more than 15 persons is likely to work for this project.
   4. Status of Crime Against Women & Gender Justice in Northern Regions of India (2015) 
      Entrusted as major project by the Indian Council of Social Science Research, New Delhi, this empirical study to be conducted on a sample of some one thousand five hundred respondents to assess the status of crime against women (CAW) in the northern regions of the country. The idea is to ascertain the prevalence of reported and unreported incidence of CAW in the selected regions. Further, the study also proposes to develop the profiles of victims and offenders based on their personal and behavioural traits. The factors responsible for this menace would be ascertained in this study in the context of societal, familial, cultural and legal perspectives. The peculiar combinations prone to cause criminality against women would be identified in a manner sot that the existing theoretical understanding on the subject could be invigorated. Besides, the lacunae in the existing laws, procedure, enforcement and functioning of the agencies primarily responsible to the control and prevention of CAW would be critically examined in the frame of ‘impact assessment’ so that effective recommendations and workable solutions applicable in the specific context of the problems could be offered. Prof. (Dr.) G.S. Bajpai is the Project Director for this study.
   5. Impact & Implementation of Juvenile Justice Act, 2000 (2015)
      Assigned as a major project by the University Grants Commission, this research is an impact study. It intends to make an assessment of the impact of the Juvenile Justice Act (Care & Protection), 2000 in chosen States. The investigation would attempt to study the issues and problems in the enforcement of this Act. The appraisal would be made on the basis of selected performance indicators so that an index of enforcement and performance could be evolved. This would give an idea about the relative enforcement of the Act in selected States. Prof. G.S. Bajpai is the Principal Investigator for this study.

1. Panel Discussion on Wrongful Prosecution (Miscarriage of Justice): Legal Remedies Report 277 of Law Commission of India, Oct. 01, 2018
   K.L. Arora Chair in Criminal Law & Centre for Criminology & Victimology, National Law University Delhi organized a panel discussion on Wrongful Prosecution (Miscarriage of Justice): Legal Remedies – Report 277 of Law Commission of India on 1st October 2018 at India International Centre, New Delhi. The welcome address was given by Prof. (Dr.) Ranbir Singh, Vice-Chancellor, NLU Delhi. Prof. (Dr.) G.S. Bajpai, Registrar, NLU Delhi discussed in brief the important points pertaining to the Law Commission report.

   The panel discussion was graced by dignitaries- Hon’ble Mr. Justice Ravi R. Tripathi, Former Member of Law Commission of India, New Delhi; Prof.(Dr.) B.B. Pande, Distinguished Professor, NLU Delhi; Shri Sidharth Luthra, Sr. Advocate, Supreme Court of India, New Delhi; Shri Colin Gonzalves, Sr. Advocate, Supreme Court of India and Director HRLN and Ms. Vrinda Grover, Sr. Advocate, Supreme Court of India, New Delhi.

   Prominent speakers like Prof. (Dr.) Mrinal Satish, NLU Delhi; Dr. Aparna Chandra, NLU Delhi, Mr. Sharib Ali, Program Head, Law and Human Rights Cell, Quill Foundation and Ms. Manisha Sethi were actively involved in the discussion.

   The following themes were discussed on the Panel Discussion:

   1. The Law Commission’s approach to use ‘wrongful prosecution’ and ‘malicious prosecution’ – its appropriateness
   2. Conceptualization of Wrongful Prosecution and Malicious Prosecution
   3. Critique of the standards of Wrongful Prosecution discussed in the report
   4. Appreciation of best practices in case of wrongful prosecution mentioned in the report and its application in Indian Context
   5. Contexualization of Wrongful Prosecution in India vis-a- vis other jurisdictions
   6. Critically evaluating the proposed amendments in Section 365 B
   7. Legislative Reforms suggested and their implementation
   8. Overall context and methodology

   More than 60 participants including Research Scholars, Academicians and Law Teachers from reputed institutions and faculty members from NLU Delhi participated in the panel discussion. The panel discussion was moderated by Prof. (Dr.) G.S. Bajpai, Registrar and Chairman of the Centre for Criminology and Victimology at National Law University Delhi. The program was coordinated by Dr. Sidharth Dahiya, Assistant Registrar, NLU Delhi and Ms. Pratibha Tandon, Research Associate, NLU Delhi.

2. Workshop on Qualitative Methods in Legal Research with Special Focus on Atlas-Ti Applications, September 24-26, 2018
   The Centre for Criminology & Victimology and Professor Theodore Eisenberg Centre for Empirical Research, National Law University Delhi under aegis of National Academy of Law Teachers (NALT) Organized a Three day National Workshop on Qualitative Methods in Legal Research with special focus on Atlas-Ti Application from 24th – 26 September, 2018. The workshop began with the welcome address by Prof. (Dr.) Ranbir Singh, Vice-Chancellor, NLU Delhi and Prof.(Dr.) G.S. Bajpai, Registrar NLU Delhi. The inaugural address was delivered by Prof.(Dr.) Shashikala Gurpur, Director Symbiosis Law School Pune. The presence of some prominent speakers like Dr. Ajay Gupta, Associate Professor, VES Institute of Management Studies & Research, Mumbai who actively shared his views on Atlas-Ti Applications, and Dr. Amita Punj, NLU Delhi, Dr. Aparna Chanrda, NLU Delhi.

   The following themes were discussed on the Workshop:

   1. Doctrinal Research in Legal Reform
   2. Applications of Doctrinal / Jurisprudential framework in Legal Research
   3. Case Analysis and Book Review
   4. Applications of Atlas-Ti in Legal Research
   5. Data Analysis in Doctrinal Research

   More than 45 participants including Research Scholars, Academicians and Law Teachers from the reputed institutions across the country and faculty members from NLU Delhi took participation in the workshop.

3. National Conference on "Exploring Critical Perspectives in Criminal Law" on June 18-19, 2018
   The Centre for Criminology and Victimology, National Law University Delhi organized a National Conference on Exploring Critical Perspectives in Criminal Law, under the aegis of the K.L. Arora Chair in Criminal Law from June 18-19, 2018. The Inaugural session of the conference was held on 18th June 2018, it was graced by the presence of Prof.(Dr.) Upendra Baxi, Distinguished Professor NLU Delhi, Prof.(Dr.) B.B. Pande, Distinguished Professor NLU Delhi, Prof.(Dr.) Ranbir Singh, Vice-Chancellor NLU Delhi and Prof.(Dr.) G.S. Bajpai, Registrar NLU Delhi. The two days conference were divided into Six main technical sessions with each session containing 6 - 7 presentations which involves some prominent speakers namely Prof. S.K.D. Rao, Vice-Chancellor, NLU Orissa, Prof. Ved Kumar, Dean, Faculty of Law, DU, Prof. Rashmi Salpekar, Dean VIPS, Prof. Purvi Pokhariyal, Director Institute of Law, Nirma University, Prof. Debarati Halder, Head, Karnavati University and many more.

   During the Conference following themes were discussed:

   1. Exploring Critical Perspectives in Criminal Law
   2. Critique of Normative Criminal Law – Criminalization and Over-Criminalization
   3. Institutional Critique and pre-trial critique of Criminal Law
   4. Critique of Trial and Sentencing Process in Criminal Law
   5. Social Critique of Criminal Law Focusing on stigmatization and wrongfulness of process
   6. Limits of Criminal Law
   7. Concluding Session

   More than 100 participants including students, Research Scholars, academicians and law teachers from reputed institutions across the country and faculty members from NLU Delhi took participation in the Conference. The participants appreciated the sessions, very positive feedback was received from the participants.

4. GIAN Course on Empirical Methods in Legal Research, December 4-8, 2017 
   The Centre for Criminology & Victimology (CCV), National Law University Delhi in association with Asian Law Institute (ASLI) organized MHRD GIAN Course on “Empirical Methods in Legal Research” under the GIAN scheme of the MHRD, from 4th to 8th December, 2017. The course was conducted by Professor William H.J. Hubbard, Professor of Law and Ronald H. Coase Teaching Scholar Affiliation: The University of Chicago Law School. The course was co-taught by the Director of the course Prof. (Dr.) G.S. Bajpai, Registrar National Law University Delhi. This course was of one credit and had 10 hours lectures and 5 hours discussion sessions. The course received an overwhelming response and was attended by 55 participants, including both students and faculty members from National Law University Delhi, and external participants which consisted of Law Professors, Research scholars and students of Law from various prominent law institutions across India.
5. Two Day TOT (Training for Trainers) for indoor faculty of Police Training College, Jharoda Kalan, New Delhi (20th – 21st November, 2017) 
   The National Law University Delhi organised two days’ workshop for Indoor faculty of PTC/PTS officers “TOT On Teaching Skills”, from November 20th to 21st, 2017. The objectives of the program were:
   1. To familiarize Police Officials about current developments in innovative Teaching Methods
   2. To sensitize Police Officials about the need about the Pedagogy Techniques
   3. To impart/update the knowledge and information about recent Judgements of the Supreme Court of India related to Police.
   4. To highlight the significance of Teacher/Trainee bounding.

   It was attended by 30 Police Officers from Delhi Police.

6. National Conference on Wrongful Prosecution: Rights, Protection and Assistance on November 18, 2017The K.L. Arora Chair in Criminal Law, Centre for Criminology & Victimology (CCV) in association with Indian Society of Victimology Organized a one day National Conference on Wrongful Prosecution: Rights, Protection and Assistance on 18th November, 2017 at National Law University Delhi. The Conference began with welcome address by Prof.(Dr.) Ranbir Singh, Vice-Chancellor, NLU Delhi. HMJ A.P. Shah, delivered inaugural address on the occasion, addressed by HMJ Mohan Peiris & Prof.(Dr.) B.B. Pande, Distinguished Professor, NLU Delhi.The event was graced by the presence of prominent speakers who actively shared their views. The proceedings of the Conference were devided into Four main technical sessions with each sessions containing 6 - 7 presentations which involved as many as 22 Resource Person focussing on the fields like Wrongful prosecution, Miscarriage of Justice, Human Rights, Law Rights, false criminal offences, Jurisprudence, Victimology, such as Prof.(Dr.) Gerd Kirchoff, O.P.J.G.U., Sonipat, Prof.(Dr.) Arvind Tiwari, TISS, Ms. Vrinda Grover, Sr. Advocate, Mr. Ravi Nair, SAHRDC, Dr. Jyoti Dogra Sod, Associate Professor, ILI Delhi, Dr. Priyamvada, University of Madras, Mr. Vishavjeet Chaudhary, O.P.JGU, Sonipat, Ms. Deepali Vashist, VIPS, Ms. Archana Singh, The NCU, gurugram, Dr. Upma Gautam, Assistant Professor, GGSIPU; and many more.More than 40 participants including students, research scholars, academicians and law teachers from the reputed institutions across the country and faculty members from NLU Delhi took participation in the conference.
7. International Workshop on Legal Research Methods May 22 – 28, 2017
   The Centre for Criminology & Victimology at National Law University Delhi organized an INTERNATIONAL WORKSHOP on LEGAL RESEARCH METHODS, Under the aegis of Professor Theodore Eisenberg Centre for Empirical Legal Research & Internal Quality Assurance Cell (IQAC) from May 22 - 28, 2017. The inaugural session of the workshop was held on 22 nd May 2017 & it was graced by the presence of Professor (Dr.) Shashikala Gurpur, Director Symbiosis Law School Pune, Prof.(Dr.) Ishwara Bhat, Vice Chancellor, The WB National University of Juridical Sciences, Prof.(Dr.) G.S. Bajpai, Registrar National Law University Delhi. The 7-days workshop covered around 20 lectures by some prominent speakers namely Mr. Harish Narasappa, Founder, DAKSH, Dr. Bhawna Bali, Assistant Professor, Teri University, Dr. Sudeshna Ghosh, Mr. Rahul Magan, Chief Executive Officer (CEO), Treasury Consulting LLP and Dr. Neeta Goel, Senior Evaluation Specialist, International Initiative for Impact Evaluation and many more.
8. "Stakeholder's Dialogue on Restorative Justice on May 20, 2017
   The Centre for Criminology & Victimology at National Law University Delhi in association with Counsel to Secure Justice (CSJ) organized an event “Stakeholder’s Dialogue on Restorative Justice on May 20, 2017. Mr. Jonathan Derby from Counsel to Secure Justice (CSJ) introduced the notion of Restorative Justice. He mentioned the need to raise awareness about the same by increasing the understanding of it and listening of thoughts of practitioners, government officials and experts. He also focused on Child Sexual Abuse and discussed its status quo in India. Mr. Jonathan Derby along with Ms. Urvashi Tilak (CJS) took session. Some of the significant conceptual notions which were deliberated upon were:• Interrogation with Offender
   • Justice and accountability
   * Punishment
   * Prevention of further harm by the offender
   * Remorselessness
   • Punishment and Acknowledgement
   • Rehabilitation and Development
   * Medical needs
   * Counselling
   * Repairing broken relationships
   * ForgivenessIt was a collaborative talk on the topic of Restorative Justice attended by approximately thirty people from different fields across the state. All the participants were from varied fields such as Psychologists, Criminal lawyers, Judicial persons of District Legal Service Authority, Social workers & academia. Such diversity represented the common interest and responsibility towards progressing society.
9. Workshop on 'Critical Theory and Criminal Justice' in association with School of Law, University of Warwick, U.K., April 6-7, 2017
   The Centre organised A Two Day Workshop on Critical Theory and Criminal Justice in association with University of Warwick, U.K.from April 6-7, 2017 at NLUD. This Workshop was Offered To Postgraduate Students and Legal Faculty By U.K. And Indian Scholars In The Critical Realist Tradition: Dr Henrique Carvalho (Warwick), Professor Alan Norrie (Warwick), Dr Craig Reeves (Birkbeck, London), Prof.B.B.Pande, Prof. G.S. Bajpai, Prof.RatnaKapur. It Offered, And Invited Presentations From Indian Colleagues.On, Issues Regarding Law And Violence, Emancipation And Love, And The Possibilities of Legal Dialogue.
10. TOT Workshop on 'Improving Access to Justice for Women & Girl Victims: Innovative Police Training' in association with Sheffield Hallam University, April 5-7, 2017
    Centre for Criminology & Victimology, NLU Delhi and Helena Kennedy Centre for International Justice, Sheffield Hallam University organised a Training of Trainers workshop in Collaboration with the BPR&D, New Delhi. An expert team consisting of Dr.SunitaToor& Mr. Peter conducted an intensive three days session at National Law University Delhi from April 5-7, 2017 to mainly focusing on gender issues.
11. 3rdVertical Interaction Course on the Theme, "Victimological Application to Police & Criminal Justice Administration", March 06-10, 2017
    The Centre for Criminology & Victimology at National Law University, Delhi (NLUD) organized a Five Days 3rdVertical Interaction Course on 'Victimological Application to Police and Criminal Justice Administration' dated March 6-10, 2017 for IPS/ Senior Police Officers in collaboration with Bureau of Police Research and Development (BPR&D).During the Course of the program 17specialized lectures by specialized professionals were conducted.The course was highly appreciated by the participants which is evident from the feedback given by them. The course was directed by Prof (Dr.) G.S. Bajpai, Registrar and Chairman of Centre for criminology & Victimology at National Law University, Delhi.
12. Training programme for Police Officers and Lawyers on Handling women and girl victims of violence from September 19-21, 2016
    The centre organized a Gender Sensitization Training workshop in collaboration with Sheffield Hallam University, U.K. from September 19-21, 2016. The focus of this training programme is to sensitize the various stakeholders such as Police Officers, Lawyers and organization that work with women and girl victims of violence with an aim to improve victim’s access to justice, rights of victims and the role that Police could play law to ameliorate the condition of victims.
13. 2nd Vertical Interaction Course for IPS Officers from September 5-9, 2016
    The Centre for Criminology & Victimology at National Law University, Delhi (NLUD) organized a five days 2nd Vertical Interaction Course for IPS/Senior Police Officers during September 5-9, 2016 in collaboration with Bureau of Police Research and Development (BPR&D). The program was inaugurated by Dr. M.C. Borwankar, IPS (Director general BPR&D), Prof.Dr.Ranbir Singh (Vice-Chancellor, NLUD) &Prof.Dr. G.S. Bajpai (Registrar & Course Director). During the course of the program 18 specialized lectures by specialized professionals were conducted. The resource persons for the sessions included some very senior authorities from academics and law enforcement agencies.
14. Vertical Interaction Course for IPS Officers from July 25-29, 2016
    The Centre for Criminology & Victimology at National Law University, Delhi (NLUD) organized a five days Vertical Interaction Course for IPS/Senior Police Officers from July 25-29, 2016 in collaboration with Bureau of Police Research and Development (BPR&D). The program was inaugurated by Shri KirenRijiju, Hon’ble Union Minister of Home Affairs, Govt. of India. The event was graced by the presence of Prof.Dr. N. R. Madhava Menon, Dr. M.C. Borwankar, IPS (Director general, BPR&D), Prof.Dr.Ranbir Singh (Vice Chancellor NLUD). During the Course of the program 18 specialized lectures by specialized professionals were conducted.

1. Organizing a workshop for drafting the Standard Operating Procedures (SOP) minimum standards of rights, participation and services to the victims of crime
2. Setting up of a victim advocacy clinic in the National Law University, Delhi.
